CHAIRMAN GREEN called the Senate State Affairs Committee to order              
at 3:35 p.m., and noted all members present.                                   
                                                                               
      CSHB 261(FIN) am - LAW ENFORCEMENT TRAINING SURCHARGE                    
                                                                               
CHAIRMAN GREEN introduced CSHB 261(FIN) am as the only order of                
business.                                                                      
                                                                               
REPRESENTATIVE GARY DAVIS, prime sponsor of HB 261, pointed out                
that 24 other states handle the training of their public safety                
officers  through surcharges.  Currently, the state of Alaska,                 
throught its own surcharge, provides over  $1 million towards the              
training of public safety officers which includes expenditures at              
the Sitka Academy and expenditures through the Alaska Police                   
Standards Council for certifying and upgrading public safety                   
officers throughout the state.                                                 
                                                                               
Representative Davis explained that the Legislature passed                     
legislation in 1994 establishing a surcharge, but it was strictly              
on moving violations, and HB 261 expands the list of offenses for              
which surcharges may be charged.  It is anticipated that with the              
passage of this legislation, an additional $1.2 million in revenue             
going to the general fund to assist in the training of public                  
safety officers, correctional officers and village public safety               
officers throughout the state.  However, he pointed out that it is             
not anticipated that 100 percent of the revenue would go into the              
police training fund.                                                          
                                                                               
There being no further testimony or questions on HB 261, CHAIRMAN

note be passed out of committee with individual recommendations.
